Official name: Republic of Artsakh (Nagorno – Karabakh Republic).

Capital: Stepanakert with the living population  about 55 000.

Largest city: Stepanakert. Number of regions: 7. Number of villages: 382. Number of communities: 264.

Official Language: Armenian.

Population: 150,000 (2016). Number of urban population: 72,7 thousand people. Number of rural population: 67,2 thousand people.

Ethnic groups: 99 % Armenians (40 % live in urban settlement), 1%  Russians, Ukrainians, Greeks, Georgians and others.

Territory (Area): According to the Republic of Artsakh Constitution, the area of the land is 11.432 sq. km (12 people/ sq. km) and the cease-fire agreement between Artsakh and Azerbaijan is valid from 12th May, 1994.  Nowadays,  Shahoumyan, some parts of Martakert and Martouni regions are occupied by Azerbaijan.

Administrative DivisionThe Republic of Artsakh consists of 8 administrative regions: Kashatagh, Martakert, Shahoumyan, Askeran, Martouni, Hadrout, Shoushi and the capital Stepanakert. There are 10 cities, 254 rural settlements.

Governmental and Administrative Bodies: According to the Constitution of the Republic of Artsakh accepted in 2017, the head of state is the President, who is elected by the registered citizens’ direct vote for a five-year term. No person shall be elected to the office of the President more than twice. The President is the Supreme Commander-in-chief and has the highest executive authority in the Republic of Artsakh. He appoints the Prime Minister, oversees the adherence to the Constitution, ensures the normal functioning of the legislative, executive and judicial bodies. The Presidential System of Government was introduced in Artsakh in February 2017.

The highest legislative and representative body of the Republic is the unicameral National Assembly. The laws adopted by the National Assembly must be approved and signed by the President.  The National Assembly performs its activities by organizing sessions and permanent or temporary committees, as well as by activities of its deputies. The members of the Parliament are also elected for a five - year term. The chairman of the National Assembly is elected by the members of Parliament in a closed election.  

The executive body in the NKR is the Government headed by the Prime Minister. The Government consists of eleven other ministries:

Ministry of Healthcare; Ministry of Justice; Ministry of Foreign Affairs; Ministry of Agriculture; Ministry of Education, Science and Sports; Ministry of Culture and Youth Affairs; Ministry of Defense; Ministry of Labour and Social Affairs; Ministry of Urban Planning; Ministry of Finance; Ministry of  Economy.

Here are four more state bodies besides above-mentioned one:

National Security Service,  Department of Environment and Natural Resources, Police of the Republic of Artsakh, Rescue Service.

The Judicial SystemThe Judicial system of the Nagorno Karabakh Republic is composed of the first instance court of genereal jurisdiction, the courts of appeal, and the Supreme Court as well as specialized courts as stipulated by law.

Natinal Symbology

National Flag of Artsakh is a rectangular colour cloth with three equal horizontal stripes of red, blue and orange colours (from the top to the bottom). From both edges of the right side of the colour cloth a white five-toothed  rug pattern which starts in the corner and unites at the one third of the flag. The red colour symbolizes the ongoing struggle of the Armenian people for existence, Christianity, Independence and Freedom. The blue colour – the will of the Armenian people to live in peace. The orange colour – creative power and diligence of the Armenian people. The ratio of the national flag is 1:2 (60X120 cm).

 

The National Emblem depicts an eagle with wide-opened wings and with sun rays emerging from it. The eagle is crowned by the Artashesid's Dynasty crown. The monument "We Are Our Mountains" is represented in the center against the background of the National Flag and Big Kirs mountain. Beneath, the cluster of grapes, mulberries and wheatear are in the claws of the eagle.  There is an inscription in Armenian "Nagorno Karabagh Republic - Artsakh" on the topmost section of the National Emblem.

Geography and Climate

Geography

The Republic of Artsakh (Nagorno Karabakh) is located in the south - eastern part of the South Caucasus. The republic is mostly mountainous; it covers the eastern part of the Artsakhian upland and goes down obliquely from the west to east. The territory of the Republic is characterized by strongly cut up mountainous relief. The average height above sea level is 1100 m. Almost all the rivers of Artsakh, except Araks, flow from the western and south - western mountains to the valley of Artsakh, transforming the relief of the mountainous territory into deep gorges and picturesque valleys. The vastest of them is the valley of the River Tartar in the Martakert region and the valley of Araks in Lowland Artsakh.  

Along the western border of Artsakh  stretches   the  uplands of Syunik and the mountainous ridge of Vardenis from north to south , giving birth to some branches of the range that stretch from the western to eastern part of the territory. The Artsakhian ridge is composed of the mountain tops "Forty Girls" (Armenian “Qarasun Aghjikner”, 2828 m). Big Kirs (Armenian “Mets Qirs”, 2725 m)  is located at the junction of the regions of Shoushi and Hadrout and Dizapayt (2480 m) which is located in Hadrout region.

Artsakhian upland, like the whole Armenian upland, is characterized by its seismic activity. A great amount of plutonium appeared in ancient times, including limestone and other types of sediments from the Jurassic and Cretaceous periods.

Climate

Climate in the Republic of Artsakh is mild and temperate, close to dry subtropical. Annual average temperature is +10.5 degrees Centigrade. The hottest months are July and August, when the average temperature is about 22 degrees Centigrade.

The low – lying areas of Artsakh are distinguished by relatively high temperature. During the cold period, in the months of January and February, the average temperature in the region fluctuates between -0.2 to -0.9 degrees Centigrade.

The territory of the Republic does not have a long-term cold or hot weather. Instead of it  the seasons are fluctuating. The coldest temperature in the lowland doesn’t drop lower than 0-2 Centigrade, while on the foothills it drops down to -10 degrees Centigrade and between 10-20     (-10-20) degrees Centigrade in the highlands. The highest temperature rises up to +40 degrees Centigrade in the lowlands and +32-37 degrees Centigrade in the highlands. Mountainous-valley winds dominate on the territory of the Republic. There are thunderstorms in spring and winter months. Annual average rainfall fluctuates between 480 and 700 mm depending on the zone. Most rainfall is in May-June and September-October. Torrential rains and hail are common in this period, too.

Natural resources

There are a number of metals and non-metals in the Republic of Artsakh. However, a little geological research or investigation has been carried out in the territory. 

Since ancient times coal fields, numerous types of metals including zinc, lead, copper, gold, sulphurous pyrites and iron have been discovered. Artsakh is also rich in non-metals, including stones, such as marble and limestone of various shades. 

There are also deposits of granite, basalt, tufa and limestone on the territory of the republic, as well as deposits of raw materials for the production of cement, graphite, lithographic stone, gypsum, sand and clay of high quality.

Since 2002, gold has been extracted from the Drmbon mine in the Martakert region. 

The Republic of Artsakh is also home to mineral water springs. Some of them have been famous since ancient times. Mineral water springs, situated 16-18 km from Shoushi at the Goris-Stepanakert motorway, are of especial practical importance. They are rich in iron and are appreciated for their healing properties. Salubrious mineral springs, mild climate, clean air and clear rivers, forests rich in various fruits, picturesque valleys and waterfalls are the wealth of Artsakh.

The Republic of Artsakh as well as the whole South Caucasus is in the time zone GMT+4.

Flora and Fauna

Flora is very diverse in Artsakh. About 2 thousand kinds of plants grow here. Artsakh’s mountain ranges are covered by forests, bushes and grassy vegetation. Naked rocks are met only in high mountainous regions.

Plants of semi-desert type are grow at the height of 300-350 m above the sea level and prevail  in the steppe zone. Wormwood, camel prickle, caper-plant, fever-weed and other numerous kinds of plants are widespread here.

Especially, foothill and midland belts are rich with grassy vegetation.

 Artsakh is also rich with forests. They make up more than 36 % of the territory of the Republic, or 160 thousand hectares. The oak, hornbeam, linden, ash-tree, birch and other kinds of trees grow here.

In the glades fragrant flowers such as violets, tulip, wild roses, lilies, pinks and water-lilies grow in small quantities. Also, plenty of blackberry bushes catch the eye.

Above the woods belt at the height of 2300 m above sea level are widespread alpine type plants, and in the high-mountainous levels tundra type plants are characteristic.

 

The fauna of the terrain is also very varied. It is possible to meet deer, wild goats and pigs in flat zones. Brown bears, wolves, wild cats, lynxes, foxes, hares, squirrels, moles and wild boars are found in the forests. Аmong birds are widespread the following groups: wild geese, ducks, partridges, magpies, ravens, sparrows, pigeons, black kites, cuckoos, turtle-doves, woodpeckers, larks, owls and other kinds are widespread. There are different kinds of snakes, turtles and hedgehogs in flat terrains and stony foothill belts. Different kinds of locusts, bugs and butterflies are also diverse. Multiple species of fish are found in the large rivers.

NATIONAL HOLIDAYS AND MEMORIAL DAYS

By the decision of the state the workweek consists of five days, from Monday till Friday. Saturday and Sunday are excluded days. These days all the state institutions, offices and most enterprises are closed. Shops, enterprises of consumer services and the market work the whole week, without days-off.

Non-working holidays and memorial days in Artsakh are defined by the state.

In holidays such as the 9th of May - Victory Day, NKR Army Day, Shoushi Liberation Day and the 2nd of September – NKR Independence Day- numerous festivals are held in Stepanakert and regional centers.

Telephone network

    Practically whole Artsakh (Nagorno Karabakh) is spanned with the net of modern communication services which function regularly without interruption.

   Telephone services in Artsakh are provided by the company “Karabakh Telecom” which has the most modern and convenient for users technologies and services available. The company provides outward calls as well. Postal telegraph offices are open in all the localities. Within a locality fixed calls are realized free, fixed calls to other localities within the country are realized by the minute pay.

    The cost of the minute of the call depends on the country where you want to call.

    For dialing outward calls it’s necessary first of all to dial 0, then the code of the necessary country, state (or city) code and the necessary phone number. International telephone code of NKR is +374 479. If you call to NKR from abroad, so after the international code you must dial five-unit phone number as well.

Mobile communication

   Mobile communication services are widely spread in Artsakh. Most people in Artsakh, including children, have at least one mobile phone. Mobile communication services in Artsakh market are provided by the company “Karabakh Telecom”. Cards of the Armenian mobile communication provider “VivaCell” function in Artsakh as well. One can buy pre-paid and post-paid cards of mobile communication from “Karabakh Telecom”, as well as pre-paid and post-paid cards from “Vivacell” in service-centers of “Karabakh Telecom”. The service-centers can be easily recognized by logotype – blue-red letters standing out against white background.

   All incoming calls are free. Outcoming calls within the network are realized according to the single rate, outcoming calls to the other network – depending on the country. Sending fax from the service-centers, as well as ordering long-distance phone call, is available at any time of day. The companies “Karabakh Telecom” and “VivaCell” realize roaming on the territory of NKR with the world’s leading providers of mobile communication services. Internet connection

The internet service today is available in the whole territory of NKR. There are several internet providers, which offer high quality internet connection of different kinds. All the cafes, restaurants and hotels have free wi-fi access. Besides, there is free wi-fi connection also at public places as squares and parks. If you have some work to do, you can always visit the internet-cafes and clubs and use high-quality internet for a certain rate . Now already in the whole territory of the republic there is 3G connection, for which you just need to visit KT (Karabakh Telecom) service centers and activate it. 

Post office

There are postal compartments almost in all cities of the country.

The central postal compartment is situated in the capital of the Republic of Artsakh, Stepanakert, to the address: 30, Akop Akopyan Str.

Postal compartments work from Monday to Friday from 9:00 till 17:00, with an hour’s break from 13:00 till 14:00. The central postal compartment works on Saturdays, too, from 9:00 till 13:00. On holidays post office is closed.

Postal compartments provide different services connecting with mail sending and receiving. One can send letters or postcards from Artsakh, which will be delivered via airmail, as well as parcels in accordance with rates, counting the weight of the parcel, destination and the way of delivery. Any items of mail can be sent via registered post, too.

Since 1992 Artsakh (Nagorno Karabakh) has been publishing its own stamps which circulate round the world and are highly appreciated among philatelists. One can get acquainted with the collection of Artsakhian stamps here. In postal compartments of the country there are stamps, decorative postcards and envelopes on sale.

Postal administration renders a service which allows receiving mail addressed to the recipient. The sender must write on the posting (letter, wrapper or parcel) “Post Restante”, indicate the name of the locality where the posting will be received and the full name of the addressee, which can get the posting only showing his passport or identity card to the postal employee.

Posting are kept during a month from the day of its arrival. On the expiry of 30 days they are sent back to the sender.

Post sent to Artsakh and from Artsakh, reaches its addressee during 7-14 days depending on the country-sender and country-addressee.

ELECTRICAL CURRENT

Electrical current

  The line voltage in Artsakh (Nagorno Karabakh) is 220 V of the single-phase alternating current with the frequency of 60 Hz. As a rule, all receptacles in Artsakh are provided with two holes. It's not excluded, that for shavers, portable irons and other mini electrical appliances you will need adapters or connectors, which is better to get in advance for your own comfortness. Adapters can be available at the hotel administration, too, or you can buy them in the specialized shops.

CURRENCY, BANKS

Domestic currency

   The Republic of Artsakh (Nagorno Karabakh) hasn’t its own currency. On the territory of NKR the currency of Armenia is used and the fixed monetary unit is Armenian dram (AMD), or just “dram”, in plural – “drams”. Each dram is equal to 100 lumas (in singular – luma), however, while paying in cash lumas are not used, though in bank calculations they still figure.

   Nowadays bank notes with tenors of 1000, 5000, 10 000, 20 000,  50 000 and 100 000 drams, as well as bits with tenors of 10, 20, 50, 100, 200, 500 drams circulate in Artsakh. The rate of Armenian currency fluctuates within the limits of 400 AMD for one American dollar.

 Currency exchange

   It is allowed to import to Artsakh unlimited sum of money in cash, either in local or in foreign currency, international credit cards (“VISA”, “MASTERCARD”, and “MAESTRO”). Any easy convertable currency can be changed into Armenian drams on one’s arrival in Artsakh in banks, in most hotels or in certificated exchange offices situated in Stepanakert and in regional centers. Tariffs for currency change differ slightly.

 The receipt of cash in bank automatic teller machines (ATM)

    The holders of international credit cards “VISA”, “MASTERCARD”, and “MAESTRO” can receive cash in local or foreign currency in banks working with their credit companies.

    ATMs are placed at the entrance to banks or in supermarkets.

 Shopping and payment in cash

   According to the existing legislation only Armenian drams are to be paid for purchases or services. All the payments are done taking into account taxes.

   Shopmen and suppliers of goods and service providers have no right to accept payments or give change in foreign currency.

 Tips and opportunity of bargaining

   Tipping is customary in Artsakh, mainly in restaurants, cafés, as well as for other services such as taxi service, luggage delivery. In hotels one should give little tip to porters, chambermaids or other attendants. Bargaining in shops and service offices is out of place, though one shouldn’t hesitate to bargain in markets – it is a traditional part of purchase and sale.
